Not only were there communal water storage facilities, but each building was also equipped with water tanks that could hold more than 10 million gallons of water.
Although they had many places to store water, the number of water-type ability-users was not as many as in the Lin’an City Base. Added to the low level of the ability-users, it took them several days and they only managed to fill 2 cisterns.

Driving her electric motorbike, Jiao Lizhi arrived at the nearby cistern area.
After storing the motorbike in her space, she walked to the entrance. The guards were newly recruited, and not everyone knew about her identity, so she was stopped by them.
“Comrade, this is a restricted area. You can’t enter without permission,” one of the guards said.
Hearing this, Jiao Lizhi nodded and took out her identity card. She showed it to the guard and said, “Comrade, I came to train my ability and contribute some water along the way.”

Now, facing the strongest water-type ability-user from the Phantom Team, the guards changed expressions instantly. They were full of smiles, and one of them quickly said, “Comrade Jiao, thank you for coming. This way, please.”
Jiao Lizhi only smiled and nodded at them in response to their enthusiasm. She followed the guard and entered a building. Inside, there was a large underground door.
The guard spoke with the other guards for a moment before 3 of them went to the door. Due to its weight, they needed several people to lift the metal door.
Seeing them struggle, Jiao Lizhi walked over and said, “Let me do it.”
Before they could refuse, she grabbed the handle and pulled it up. Compared to the guards, the weight was nothing to her.

Beside the cement stairs, lamps were installed along the walls, illuminating the area. They walked for several minutes before reaching a vast underground chamber.
Inside the chamber were countless cisterns connected by pipes. The cisterns were made of concrete and could hold more than 50 million gallons of water.
“Comrade Jiao, these are the cisterns used to store drinking water,” the guard explained as he led the way.
Jiao Lizhi nodded and asked, “How much water do we have right now?”
“So far, we only have around 30 million gallons of water.”
Hearing this, Jiao Lizhi frowned. After so many days, the water supply was less than 190 million liters. When winter arrived, they wouldn’t be able to go out to search for mineral water and would rely entirely on ability-users. This production rate was far from enough.
Reaching this conclusion, she nodded and said, “In the next few weeks, I will come to fill the water storage daily.”

These cisterns had previously been used to store rainwater. After Xie Zhou took over base management, he had his men clean them and make modifications.

After a few seconds, a mechanical voice echoed in her mind, “Scanning complete. No zombie virus detected.”
