Capítulo 1740: New Elders’ Ceremony

A few days later

Alterrans would always find a reason to celebrate and throw banquets.

Today, it was for none other than the New Elders Ceremony!

Rather, they had decided to start calling them Ministers rather than Elders, too. After all, the scale of governance they were preparing for was nothing the requirements of their small village back then could compare to.

The banquet was held in the Grand Hotel’s main hall, and ‘government’ officials in supervisory positions and above, as well as some important allies, were invited here.

They would also use this opportunity to introduce the new people and their functions for efficiency. These people would just echo the instructions down to those underneath them, and so on. The point persons for specific issues, like whenever the Ministers were not available, would also be introduced.

For example, in the Finance Department, the people in charge of Treasury, Revenue, and Budget-Expenditure divisions would be very different people.

Anyway, the banquet was especially lush and lovely, with tasteful decorations and an abundant, overflowing selection of dishes. If one were to make a comparison, the only other event on par with it was Althea and Garan’s second wedding.

This would be the first one of this type of event, as it doubled as an investiture of sorts. The next one would take a while, probably after they become a City, so there was no need to be stingy.

Rather, it was Alterra’s way to show their new officers how much they were valued by the territory! May they work even harder when appreciation was shown early on.

Mathilda, as always, led the party with an opening speech. “Good morning, everyone, thank you for coming here today,” she said, acknowledging the new Ministers, the other attendees, and the guests.

She mentioned the departments, groups, and territories as a whole. She was used to events like these and had memorized the invite list, even if it had only gotten to her a few hours ago.

“This gathering marks yet another milestone in our territory’s growth and future. As we continue to grow and face new challenges, strong and capable leadership becomes more necessary than ever.

“Today, we are proud to introduce the heads of our new departments, some are old, and we are already familiar with, while some are new to their roles, assigned to handle a different facet of Alterra.

“These individuals were chosen not only for their skills and experience, but also for their dedication and loyalty to our beloved home.”

Other than Ministers, they also announced the Deputy Ministers and Division Heads, who could be more than one per department, depending on the territory’s needs.

“For the agricultural department led by Minister Gru, it would have a few offices underneath it and would be led by capable individuals.”

For now, there was the Office of Crop and Soil Management, Office of Animal Resources and Livestock, Office of Food Security and Nutrition, and Office of Agricultural Research and Innovation.

They would have a deputy assigned to each, and Mathilda introduced them all. Some of them were long-time residents of Alterra, while others’ jobs required true experts in the field.

Fortunately, after so long, they had managed to gather talents as needed, especially after allying with all the Terran territories and gathering information about the people who lived there.

After the region was solidified, every Lord had standard operating procedures they had to follow at a minimum. Naturally, each had their own styles, but there were tasks required of them, which were ultimately for everyone’s good.

One was the cedula and the list of expertise their citizens had. For the specific talents necessary by Alterra, many of them were hired through this information. Anyway, all of the other Terran territories were still villages. There were plenty of professions that would’ve just gone to waste if they stayed there

Of course, they would simply send recruitment notices there along with escorts. However, it was not forced, and the person was perfectly allowed to refuse. There were very few who had done so, but they did have good reason.

For example, one of the people they tried to recruit was someone who had worked with Gru before and was said to be very excellent in the field.

Her name was Medea, and she was a foreigner renowned expert in Soil and Management.

However, she happened to be the wife of Guardian Village’s Lord, Baltheo.

She had also retired already, and she did not want to leave her husband alone in the territory. They understood this and let her be.

Instead, Althea proposed that she write a thesis on certain topics instead. In exchange, she’d be granted contribution points, which she could exchange for supplies of her choice to be delivered in exchange for the thesis she wrote.

The rims of paper, pencils, and pens were sent to her in large boxes as well.

Interestingly, because of their similar situations even back then in Terran (having soldiers as husbands and all), and their coinciding interests, Althea and Medea became very close pen pals.

Speaking of soldiers, the Department of Defense, led by Garan, handled territory defense, armed forces, and military strategy.

It would have several offices, including the Office of Army Operations, Office of Strategic Planning and Intelligence (which would closely work with the Intelligence Department, but more on the application side), Office of Military Logistics and Supplies, and so on. Each one would be mostly led by his soldiers, who came with him months before the rest of the Terrans did.

In time, if they started air or water warfare and defense, then maybe they’d add offices like the Office of Naval Forces and the Office of Air Defense, or something, but that’d be for a long time later.

As for a task force, that could be built or assembled on a per case basis while they were training a new, younger batch, some of whom likely would be taken from the Young Valors. Most of their capable soldiers had their own positions now, so they naturally couldn’t be sent out to missions easily.

These were just one of the many things the department had to consider, and it was estimated to take years before everything was settled.

However, as always, for Alterra, it was just a matter of time.
